A burning question facing employers for the 2006 plan year is whether to include health savings accounts (HSAs) and highdeductible health plans (HDHPs) as employee benefits. If an employer chooses to offer HSAs and HDHPs, what should or must the employer do about its health flexible spending arrangement (health FSA) to make sure that the plans can coexist in a compliant fashion? And is it advisable for employers that choose not to offer HSAs and HDHPs to modify their health FSAs so as to preserve HSA eligibility for spouses of employees? This 90minute intermediatelevel teleweb seminar will review the HSA rules regarding permissible and impermissible coverage and address how health FSAs can be designed to exist and thrive in an HSA world. Heres some of what well cover: Whats the latest guidance from the IRS on coordinating health FSAs with HSAs? Will a 21/2 month grace period for a health FSA make an employee ineligible for an HSA? Can an employees spouse have a traditional health FSA without making the employee ineligible for an HSA? Whats a "limitedpurpose" health FSA and how can an employer create one? What can it cover? Can an employer give its employees a choice between traditional health FSAs and a limitedpurpose health FSA? What plan amendments are necessary or advisable? Can an employee who gets HDHP coverage midyear change from a traditional health FSA to a limitedpurpose health FSA to preserve his/her HSA eligibility? How should an employer communicate new health FSA choices to its employees? Questions & Answers: You may email your questions on coordination of health FSAs and HSAs to teleweb@ebia.com by September 5, 2005. Speakers: Thomas P. McCormick, Esq. and John L. Barlament, Esq. Mr. McCormick is the Founder and Chairman of EBIA. Mr. Barlament is a partner with Michael Best & Friedrich LLP in Milwaukee. Both are Contributing Authors of EBIAs ConsumerDriven Health Care & Fringe Benefits.
